9th Way Solution has a contingent opening for a Senior Software Developer to join our team in Washington, D.C. In this position, you will provide Web Content Management System (WCMS) Development, Modernization and Enhancement (DME) Support to the IRS. This position will collaborate across departments to identify and understand new website and application development needs.
  • Provide Web Content Management System (WCMS) Development, Modernization and Enhancement (DME) Support to the IRS
  • Provide support for Web Based services project management, planning and administration; customer web consultation and coordination; web design; requirements specification analysis; planning; operations and maintenance technical services; performance measurements, cost reporting
  • Provide Web hosting and web development to include project management and coordination, web site and application development, use of an Enterprise Life Cycle (ELC) processes and documentation development, Drupal “Themer” support including front-end development and expertise in the Drupal Theme layer; expertise in Drupal 8 or higher application support, modify existing functionality to meet business requirements and legislative changes; bug fixes, address issues, backlog items, routine application O&M requirements updates, address production incidents and tickets in a timely manner based on the priority and urgency, and Drupal and related technologies support throughout the life cycle (Discovery, User Experience and Architecture, Site Prototyping, Visual Design and Theme, Technical Implementation, Testing, Launch and O&M)
  • Apply principals and methods of the functional area to difficult problems in technical areas to arrive at automated solutions
  • Promote innovative and leading-edge programs and activities that cost-effectively manage risk and enhance the security of mission critical applications
  • Design, prepare and deliver technical reports and related documentation and make charts and graphs to record results, presentations and briefings on project and task status, enhancements and features allocated to the WCMS product backlog contained within development support tools and environments, such as JIRA and another project
  • Support the IRS teams with O&M and development expertise of the Drupal 8 (and higher) based Web Content Management System (WCMS) including font-end and back-end development skills, the backend development to include writing PHP and other server-side languages, adding and applying new categories (taxonomies), IRS with Drupal code and module development, module development and configuration, and IRS with code and test results reviews 
  • Develop custom modules, automated tests, consume web services, and develop automate deployment script and approaches
  • Oversee technical maintain of four (4) mission critical sites IRS websites, Drupal related Incident management
  • Perform other related duties as assigned

  • Knowledge of IRS development procedures, Agile SCRUM, Kanban and Rapid Delivery methodologies, tools (such as Jira, Rational), techniques, and standards to support Web Based services in the technical support services
  • Ability to create web-based applications, databases, and associated utilities for communications, recommended solutions based on understanding of the web-based information architecture, infrastructure, and organization
  • Fluency with technical area of web development including Linux Operating System (OS), CMMI, Apache 2.x, SASS 3.5x, XML, JSON, Jenkins 1.x, JQuery, PHP 5.6.x, PHPUnit 6.x, MySQL 5.x, Visual Studio, Eclipse or similar
  • Proficient knowledge of Drupal 8.x HTML, Cascading Style Sheets (CSS) and Javascript
  • Knowledge of Drupal 8 migrations from a variety of sources
  • Excellent Drupal Architecture skills
  • Knowledge of Drush and working with command line (Linux)
  • Knowledge of Apache Solr or equivalent
  • Knowledge of Acquia and other Cloud-base application lifecycle management suite
  • Proficient LAMP (PHP) and MySQL development skills
  • Advanced Drupal DevOps, deployment models (Cloud and On-prem) and source code repository knowledge
  • Knowledge of Enterprise Life Cycle (ELC) processes and documentation development within the IRS
  • Knowledge of IRS development procedures, Agile SCRUM, Kanban and Rapid Delivery methodologies, tools (such as Jira, Rational), techniques, and standards to support Web Based services in the technical support services
Requirements
  • High School Degree or equivalent
  • Ability to obtain and maintain a Low-Risk Background Clearance National Agency Check with Inquiries (NACI)
  • Minimum of five (5) years of experience managing large, complex programs in Web Content Management System, in Full-Stack Drupal 7 & 8 with Full-Stack Drupal module development, in Drupal architecture, or any equivalent combination of education and experience that provides the required knowledge, skills, and abilities
  • Must be authorized to work for any employer in the U.S
 
Preferred
  • Active Low-Risk Background Clearance National Agency Check with Inquiries (NACI) or equivalent
  • Five (5) years of experience managing large, complex programs in Web Content Management System or equivalent
  • Five (5) years of experience in Full-Stack Drupal 7 & 8 with Full-Stack Drupal module development or equivalent
  • Five (5) years of Drupal architecture experience or equivalent
  • One (1) or more years of experience with migrations to Drupal 8 from a variety of sources or equivalent
  • One (1) or more years of experience in Drupal DevOps and deployment models or equivalent
  • One (1) or more years of experience DevOps and source code repository or equivalent
  • Prior work experience with the IRS
Work Location
