9th Way Solution has a contingent opening for a Drupal SME join our team in Washington, D.C. In this position, you lead a technical team of 20+ in the day-to-day operations and maintenance (O&M) and development, maintenance, and enhancement (DME) of Drupal solutions. This position will coordinate the efforts of subcontractors, team members, and other contractors.  Additionally, you will lead, mentor, develop, motivate, and support the project staff.
  • Provide advanced technical knowledge and analysis of highly specialized applications and operational environment, high-level functional systems analysis, design, integration, documentation, training, and implementation advice on complex problems
  • Lead a technical team of 20+ in the day-to-day operations and maintenance (O&M) and development, maintenance, and enhancement (DME) of Drupal solutions
  • Support technical services needed to provide web hosting and web development, including website and application development, Enterprise Life Cycle (ELC) processes, and documentation development; IRS business and Cloud Solutions Branch (CSB) teams with O&M and DME expertise for the Drupal 8 (or higher)-based Web Content Management System (WCMS) to ensure that the system remains fully functional and available to customers; single sign-on integration with Drupal, Static File Bulk Upload (SFBU), XML Bulk Content file transfer, transformation applications, community modules patching and software upgrades; IRS with code and test results reviews; IRS with Drupal code and module development and configuration, working side-by-side, virtually or physically; and supports adding new categories (taxonomies) and applying them as needed
  • Direct and facilitate assistance for web-based services project management, coordination, planning, and administration; customer web consultation and coordination; web design; requirements specification analysis; planning; operations and maintenance technical services; performance measurements; cost reporting
  • Provide advice on esoteric problems that require extensive knowledge of the subject matter, bug fixes, addresses issues, backlog items, routine application O&M requirements updates, production incidents, and tickets in a timely manner based on priority and urgency; expertise in Drupal 8 (or higher) application support, front-end display development; modifies existing functionality to meet business requirements and legislative changes; expert Drupal and related technologies support throughout the lifecycle (Discovery, User Experience and Architecture, Site Prototyping, Visual Design and Theme, Technical Implementation, Testing, Launch, and O&M); and ad hoc demonstrations of capabilities and constraints
  • Participate in all phases of software development with emphasis on the planning, analysis, testing, integration, documentation, training, and presentation phases
  • Apply principles, methods, and knowledge of specific functional areas of expertise to specific task order requirements
  • Design and prepare technical reports, studies, and related documentation, makes charts and graphs to record results, prepares and delivers presentations, training, and briefings as required by the contract
  • Deliver enhancements and features to the WCMS product backlog contained within development support tools and environments, such as Jira and other project management tools
  • Guide management on Drupal modules and configuration, Develops Drupal roles, and types of associated access
  • Review requirements and ensuring that they are developed in accordance with Drupal best practices
  • Identify and create governance or oversight activities associated with Drupal development, deployment, and content management
  • Coordinate the project release plan and sprint schedule
  • Oversee technical maintain of four (4) mission critical sites IRS websites, Drupal related Incident management
  • Perform other related duties as assigned

  • Knowledge of IRS development procedures, Agile SCRUM, Kanban and Rapid Delivery methodologies, tools (such as Jira, Rational), techniques, and standards to support Web Based services in the technical support services
  • Ability to create web-based applications, databases, and associated utilities for communications, recommended solutions based on understanding of the web-based information architecture, infrastructure, and organization
  • Fluency with technical area of web development including Linux Operating System (OS), CMMI, Apache 2.x, SASS 3.5x, XML, JSON, Jenkins 1.x, JQuery, PHP 5.6.x, PHPUnit 6.x, MySQL 5.x, Visual Studio, and Eclipse
  • Proficient knowledge of Drupal 8.x HTML, Cascading Style Sheets (CSS) and Javascript
  • Knowledge of Drupal 8 migrations from a variety of sources
  • Excellent Drupal Architecture skills
  • Knowledge of Drush and working with command line (Linux)
  • Knowledge of Apache Solr or equivalent
  • Knowledge of Acquia and other Cloud-base application lifecycle management suite
  • Proficient LAMP (PHP) and MySQL development skills
  • Advanced Drupal DevOps, deployment models (Cloud and On-prem) and source code repository knowledge
  • Knowledge of Enterprise Life Cycle (ELC) processes and documentation development within the IRS
  • Knowledge of IRS development procedures, Agile SCRUM, Kanban and Rapid Delivery methodologies, tools (such as Jira, Rational), techniques, and standards to support Web Based services in the technical support services
Requirements
  • High School Degree or equivalent
  • Ability to obtain and maintain a Low-Risk Background Clearance National Agency Check with Inquiries (NACI)
  • Minimum of five (5) years of experience managing large, complex programs in Web Content Management System, in Full-Stack Drupal 7 & 8 with Full-Stack Drupal module development, in Drupal architecture skills, or any equivalent combination of education and experience that provides the required knowledge, skills, and abilities
  • Must be authorized to work for any employer in the U.S
Preferred
  • Active Low-Risk Background Clearance National Agency Check with Inquiries (NACI) or equivalent
  • Eight (8) years of experience working with complex web-based programs or equivalent
  • Eight (8) years of experience managing large, complex programs in Web Content Management System or equivalent
  • Eight (8) years of experience in Full-Stack Drupal 7 & 8 with Full-Stack Drupal module development or equivalent
  • Eight (8) years of Drupal architecture expereince or equivalent

  • Three (3) or more years of experience with migrations to Drupal 8 from a variety of sources or equivalent
  • Three (3) or more years of Drupal DevOps and deployment models experience or equivalent
  • Three (3) or more years of DevOps and source code repository experience or equivalent
  • Three (3) or more years of Panels, Views, Features and Rules, core API, and CCK/Fields, as well as other contributed modules experience or equivalent
  • One (1) or more years of Drupal API experience or equivalent
  • Prior work experience with the IRS
Work Location
